A road vehicle carries a VIN under a federal standard, filed with NHTSA, decodable by anyone. Off-road equipment carries a product identification number assigned by the manufacturer under its own scheme, filed nowhere public, and decodable only through the manufacturer's own systems.
The practical consequences follow from that one difference: no public decoder, different recall authority, generally no title, and a parts system that depends entirely on the serial.
Thirteen characters or seventeen
Equipment serial formats changed over time. Older machines commonly carry a shorter identifier, frequently thirteen characters, while newer equipment often uses a seventeen-character format that resembles a VIN without being one.
A seventeen-character equipment number can look enough like a VIN to fool a casual glance, and people sometimes assume a decoder failure means the number is fake. It does not. Check the machine type first: if it is off-road equipment, expect a product identification number regardless of length.

Where the plate is, by machine type

The engine carries its own serial
As on a commercial truck, the machine and the engine are identified separately. The engine serial is stamped on the block or carried on its own plate, and it is what an engine parts catalog will ask for.
Record both. Ordering engine parts against the machine serial works on some models and fails on others, and the engine serial is also what tells you whether the engine is the one the machine was built with.
Why parts depend on the serial, not the model
This is the reason equipment serials matter more than vehicle VINs do in daily use. Manufacturers change components mid-production without changing the model designation, so two machines with the same model name and the same year can take different parts.
Parts catalogs are therefore organized by serial range. Enter the model alone and you get a list with caveats; enter the serial and you get the parts that actually fit.

Hours are the measure, not miles
Equipment wear is measured in engine hours. Most machines carry an hour meter, and it is the single most informative number available about how much life the machine has had.
Treat it the same way you would treat mileage on a car with no disclosure requirement: useful, uncorroborated, and worth cross-checking against physical condition. Hour meters fail, get replaced and occasionally get tampered with, and there is no federal disclosure regime backing them.
- Ask whether the hour meter is original and has ever been replaced
- Compare the hours against wear on controls, seat and pedals
- Ask what work the machine did — light residential use ages differently from commercial
- Check service records against the hour readings for consistency
- Ask when major service intervals were last performed
Recalls come from the CPSC
Off-road equipment is regulated as consumer product rather than as a motor vehicle, so recalls are published by the Consumer Product Safety Commission. An NHTSA search returns nothing whether or not a recall exists.
Manufacturers also run their own service campaigns and product improvement programs that never appear in either federal database. A dealer can check the serial for outstanding campaigns, and that is worth doing on any used purchase.
Equipment theft, and why the serial is your only recourse
Equipment theft is a significant and under-reported problem. Machines are stored in open yards and on job sites, they are valuable, they are often unregistered, and there is frequently no title to establish ownership.
Recovery rates for equipment are poor compared with vehicles, largely because so many owners cannot supply a serial number when reporting a theft. The number is the only thing that makes recovery possible.

- Record attachment serials as well as the machine's
- Consider registering equipment with an equipment theft registry
- On a purchase, check the plate for signs of removal, grinding or replacement
- Confirm the seller's name matches whatever paperwork exists
- Be cautious of equipment offered with no paperwork at a low price
Equipment is rarely titled
Most states do not title off-road equipment. Ownership rests on a bill of sale and the serial number, which places more weight on both than a car buyer is used to.

- Ask for the original dealer invoice where it still exists
- Ask directly whether any lien or finance is outstanding on the machine
