The question sounds like one question and is really two. The first three characters of a VIN identify the manufacturer, and the identifier itself is tied to a country — assigned not by the federal government but by SAE International under contract. The eleventh character names the plant. A car can carry a familiar badge, an identifier pointing at one country, and a plant somewhere else entirely, all correctly.

The first three characters

The VIN’s first section consists of three characters occupying positions one through three. For a high-volume manufacturer, that section uniquely identifies the manufacturer and type of the motor vehicle. It is the part of the number that answers who built this, and the identifier itself is associated with a country through the way identifiers are allocated internationally.

There is a wrinkle worth knowing. Where a manufacturer’s identifier is six characters rather than three, a nine is placed in the third position of the VIN — a nine there always indicates the presence of a six-character manufacturer identifier. If you have ever wondered why some VINs have a nine in position three suspiciously often, that is the reason.

SAE assigns them, not the federal government

This is the detail that surprises people who assume a federal number is federally administered. NHTSA has contracted with SAE International to coordinate the assignment of manufacturer identifiers to manufacturers in the United States, and those identifiers are supplied by SAE at no charge.

The process runs through SAE rather than the agency. Requests for assignments are forwarded directly to SAE’s world manufacturer identifier coordinator; SAE reviews requests for specific identifiers to determine that they do not conflict with an identifier already assigned or a block already reserved; and once SAE confirms an assignment in writing to the requester, it need not be resubmitted to NHTSA.

Position 11 is the plant

The second question — not who, but where — is answered further along. The rule provides that the second character of the VIN’s fourth section represents the plant of manufacture. The fourth section begins at position ten, so its second character is position eleven.

Position ten, immediately before it, is the model year. Positions twelve through seventeen are the sequential number the manufacturer assigns in production for a high-volume maker. So the tail of a VIN reads year, plant, serial — which is a compact way of saying when, where and which one.

Plant codes are not a universal table. Like the attribute characters, they are part of what each manufacturer files, so the same letter means different factories for different makers.

The low-volume exception

Small manufacturers are handled differently, and the difference is worth knowing if you are looking at something unusual. For a low-volume manufacturer, positions one through three combine with positions twelve, thirteen and fourteen to uniquely identify the manufacturer and type of vehicle, and positions fifteen through seventeen carry the sequential production number.

So on a low-volume vehicle the identity of the maker is split across two ends of the number rather than sitting entirely at the front. A decoder handling such a VIN correctly is reading both halves; one that reads only the first three characters will be underinformed.

A badge is not a country

The most common misconception this page exists to correct is the assumption that a marque implies an origin. It does not, and has not for decades. Manufacturers build the same nameplate in several countries, source vehicles for one market from a plant in another, and move production between plants across a model’s life.

The result is that two apparently identical cars on the same forecourt can have been assembled on different continents. Nothing in the badge, the paint or the interior will tell you. The identifier and the plant character will.

Why people actually ask

Curiosity is the honest answer for most, and there is nothing wrong with it. But two practical reasons come up repeatedly, and both are legitimate.

Parts is the first. Vehicles built in different plants for different markets can take different components, and a parts counter working from year and model alone will sometimes supply the part that fits the more common build. The second is specification — equipment levels and even structural details can vary by market, which matters when you are comparing a vehicle against a description written for somewhere else.

Imports, and the question behind the question

Often the real question is not where the car was assembled but whether it was built for this market. Those are different things, and the VIN speaks to the first more directly than the second.

A vehicle manufactured abroad for sale here is entirely ordinary. A vehicle manufactured abroad for another market and imported afterward is a different proposition, with different parts availability and sometimes different equipment. If that is the question you are asking, the origin characters are a starting point and the vehicle’s certification labeling and import paperwork are where the answer actually lives.

  • Read positions one to three for the manufacturer identifier

  • Do not infer a country from the badge on the grille
