Massachusetts license plates: where American plates began

Massachusetts issued the first state-issued license plate in the country in 1903 — plate number 1 went to Frederick Tudor, and his family kept the registration for generations. The Registry of Motor Vehicles that issued it is the oldest vehicle agency in the United States, and the state’s plate culture still shows the age: low-number plates are inherited, coveted and occasionally the subject of lotteries, and the green legacy series below has survived every redesign since.

Massachusetts solves the gap between cars with a rule most states lack: sell or trade a vehicle and acquire another of the same type, and your plates move to the new car with up to seven calendar days of legal driving on the old registration while the RMV transfer completes. The conditions matter — you must have owned the previous vehicle, insurance must carry over, and the clock is calendar days, not business days — but inside them, the rule makes Massachusetts car swaps unusually smooth.

Two details in the statute itself are worth having, because both decide whether a stop on day seven goes well. The window does not run to midnight: M.G.L. c.90 § 2ends it at “five o’clock post meridian of the seventh calendar day following the date of transfer.” An evening drive on the last day is outside the bridge, not inside it.

And the bridge comes with something to carry. During the period, the statute requires any operator of the newly acquired vehicle to carry an original copy of the bill of sale reciting the registration number being transferred — or, from a dealer, the certificate of transfer on a form approved by the registrar — in place of the certificate of registration. The plates on the car are not the whole permission; the paper in the glovebox is the rest of it.

The green-on-white series predates the current red-on-white base by decades, and registrations carrying it remain valid — issued as a single rear plate, which the rule still honors. A green plate therefore certifies continuous registration reaching back to the era of its issue: the same plates, usually the same household, often the same garage. On a used car it is one of the most honest long-ownership signals in the country — and its transfer to a new owner ends the series, so the plate you see in the listing will not stay with the car.

Massachusetts vehicles run through the Registry of Motor Vehicles, and every one of them passes a yearly inspection at licensed stations, wearing the windshield sticker to prove it. The sticker’s month is public information about the car’s next mechanical deadline: one about to lapse hands the next owner an immediate appointment.

What the month does not tell you is when the car was actually inspected. Since November 2022 a vehicle that passes receives a sticker bearing the month its last sticker expired — so the month is a fixed annual anchor that rides with the car, not a timestamp. Read it as the deadline it is, and do not infer from a distant month that the inspection was recent or overdue.

One month is a tell, though. A vehicle whose sticker expired in a previous year is treated as a late inspection and issued a January sticker of the current year, whatever month it is actually inspected in — and the same January sticker is what a car returning from a year or more out of state receives without the proper out-of-state inspection form. A January sticker on a car you are buying is worth one question about where it has been. New England winters do the rest: salt is the regional constant, and the underbody check matters here the way it does in Michigan.

The person behind a Massachusetts plate is protected by the federal Driver’s Privacy Protection Act. RMV record releases follow the permitted-use list — insurers on claims, litigants, employers verifying commercial drivers, licensed investigators within the statute — and the state’s public tools stop at vehicle-side facts. No site legally sells Massachusetts owners by plate, low-number mystique notwithstanding.
